141.01 Creation
There is hereby created a commission to be known and designated as the Parking
Commission, composed of three residents of the Village, and one Councilperson.
Resident members shall be appointed by the Mayor and Council shall appoint its
representative.

141.02 Term
The term of the three resident members shall be three years, provided that the
term of one of the members appointed to the first Parking Commission shall be
for one year and one of the members to the first Commission shall be for two
years. In the event that a vacancy occurs during the term of any member, a
successor shall be appointed by the Mayor for the unexpired portion of that
term. Council’s representative shall serve a term to be set by Council upon
appointment.

141.03 Compensation
Members of the Parking Commission shall serve without compensation.

141.04 Authority
The Parking Commission shall have the power to:

(a) Study, investigate, plan, advise, report and recommend to the Mayor and Council and the Chief Administrative Officer of the Village any action, program, plan, improvement or legislation which the Commission finds or determines to be advisable in addressing motor vehicle parking within the Village’s Business District for the enhancement and benefit of the entire Village.

(b) To prepare a written report to the Mayor, Council and the Chief Administrative Officer concerning motor vehicle parking within the Business District at least once a year.

141.05 Organization
The Parking Commission shall choose its own officers, make its own rules and
regulations, and keep a journal of its proceedings. A majority of the members
shall be a quorum for the transaction of business. All plans, findings, advice,
reports and recommendations by the Commission shall be in writing and shall
designate by name those members of the Commission approving or concurring
therein. Members who do not approve or concur may, as a part of such report,
state their reasons for refusing to do so. The Commission shall meet at least
once annually and at such other times as the Commission desires, or at the
request of Council, the Mayor or the Chief Administrative Officer.

141.06 Referral
The Parking Commission when requested by Council, the Mayor or Chief
Administrative Officer, shall consider, investigate, make findings, report and
recommend upon any special matter or question coming within the scope of its
authority.
